- problem: people order expensive bottle at the club; at the end of the night, cant carry home bc it's open; bars dont allow take-home for same reason; so people chug it all before leaving; this leads to alcohol poisoning, drunk driving, or violence (depending on the character of the people involved). - solution: government-approved seal to put on bottles etc; as long as it's not broken you can carry it outside again.
- opposing view: people would take the bottles and drink them in the car
