If governments refuse to have peace talks, what if we just do it ourselves?

Example for the Russia-Ukraine war: Schedule some online meetings and bring together anarchists from both Russia and USA (or any other NATO country). The meetings could start with picking apart the narratives of both governments. Then slowly piece together solutions that don't involve war. After the meeting is done, people in each country could go on and share those solutions locally and get a movement going on both sides.

Note: the anarchism here is not of the destructive type, but rather the 'work to improve the world without involving government' type.
